This thesis has contributed to clarifying some fundamental theoretical issues of developing digital information resources in information and library activities, such as: clarifying the concept of digital information resources, identifying factors affecting the development of digital information resources; researching the current state of digital information resource development and providing comments and assessments on the current state of digital information resources as well as the activities of building digital information resources at the Library of the Vietnam Military History Institute. Based on theoretical research and practical surveys, the thesis has proposed several solutions for developing digital information resources to better meet the information needs of users at the Vietnam Military History Institute.

The research findings of this thesis can be applied to the development of digital information capabilities at the Library of the Vietnam Military History Institute in the current period and in the years to come.

The result of the thesis meets initially all of the purpose and the task set out in the thesis. Especially, the thesis resolves the basic theoretical problems of digital information resources development in operation of information - library; researches actual state, evaluates the development of digital information resources and the state of digital information resources at the Library of the Institute of Vietnam Military History. Since then, the thesis proposes feasible solutions to improve the quality of digital information resources development activity and satisfy the need of users at the Library.
