This thesis has contributed to clarifying some basic theoretical issues of information resource development in information and library activities, such as clarifying the concept of information resources, identifying factors affecting the construction and development of information resources; researching the current state of information resource development and providing comments and assessments on the current state of information resources as well as information resource development activities at the Information and Library Center of the University of Commerce. Based on theoretical research and practical surveys, the thesis has proposed several feasible solutions to develop information resources at the Information and Library Center of the University of Commerce, ranging from improving information resource development policies, increasing funding for document acquisition, increasing the acquisition of electronic and foreign language documents, participating in the coordination of information resource acquisition and sharing, investing in infrastructure and equipment, etc., to improving the skills of information users and library staff.

- This thesis may be helpful for those who want to learn about the development of information resources in university libraries in general and at the Information and Library Center of the University of Commerce in particular;

The results of the thesis meet initially all of the purpose and the task set out in the thesis. specifically, the thesis resolves the basic theoretical problems of information resources development in operation of Information-Library; researches actual state, evaluates the development of information resources and the state of information resources at the Center for Information-Library of the University of Commerce. Since then, the thesis proposes feasible solutions to develop information resources at the Center for Information-Library, consisting of from completion of the fine policy of information resources, increasing supplementary material cost, adding electronic supplementary materials, foreign language materials, engaging in coordination and additional information resources, investing in modern equipment and infrastructure... to improve the level of information sharing users and library staff.
