10. Summary of the thesis results:

After researching documents, materials, and conducting field surveys to collect and analyze data, this thesis has focused on addressing the following issues:

+ Overview of fundamental issues related to human resource development in the tourism industry. The thesis selectively systematizes the theoretical basis of tourism and tourists; human resources, human resource quality, human resources in the tourism industry, human resource development, and human resource development in the tourism industry; and analyzes the characteristics of human resources in the tourism industry. From this, it draws out the roles and trends of human resource development in the tourism industry. Lessons learned from several countries and provinces across the country with developed tourism industries and significant achievements in human resource development in the tourism industry are also compiled to supplement the theoretical issues on human resource development in the tourism industry. These are also necessary lessons for Ninh Binh province to develop its human resources and make tourism a key economic sector of the province.

+ Synthesize and analyze the current situation and characteristics of the research area, Ninh Binh province, including tourism resources and tourism infrastructure; and the results of tourism activities in terms of planning, investment in tourism development, tourism services, tourism promotion and advertising, and business results over the years, mainly focusing on the period from 2009 to the present.

This study synthesizes, analyzes, and evaluates the current state of human resource development in the tourism sector of Ninh Binh province, focusing particularly on the scale and growth rate of tourism human resources, the quality of human resources, the current state of human resource utilization, and the current state of human resource training. It concentrates on analyzing the current state of human resource development in Ninh Binh province across two sectors: state tourism management agencies and tourism training institutions, as well as businesses employing tourism workers. From this, a general assessment of Ninh Binh's tourism workforce is presented, summarizing achievements, identifying limitations, and their causes. These findings will provide a solid foundation for finding solutions to develop Ninh Binh's tourism human resources in the future.

The thesis has provided an overview, formulated viewpoints, objectives, and directions for the future development of human resources in the province's tourism industry. To develop human resources in the tourism industry in line with the State's policies on human resource development to serve the industrialization and modernization of the country and the development of tourism in the province, the thesis has proposed several solutions such as: strengthening the organization and personnel responsible for human resource development in tourism, including enhancing State management of human resource development; solutions for human resource development in tourism-related businesses; solutions to improve the training system in the province to enhance the quality of human resource training in the tourism industry; and building and perfecting mechanisms and policies for human resource development in tourism, focusing on training, attracting talent, and improving job titles and standards for tourism workers.

This thesis will provide useful information for improving Ninh Binh province's tourism human resource development policy for the period 2015-2020.

After the review, gathering and analyzing of documents, data and based on the results of actual survey, the thesis concentrates on dealing with major things:

+ The overview of major things related to the Ninh Binh tourism human resource development. The thesis has systematically selectively the tourism concept, tourists, human resources, quality of human resources, tourism human resources, human resources development and human resources development in tourism area; analyzing the main characteristics of tourism human resources in order to extract the role and trends of tourism human resources development. The thesis is based on tourism development experiences of some countries in the world and some developed tourism provinces in Vietnam to support the literature in tourism human resource development. Those lessons are the helpful experiences for Ninh Binh to develop the tourism human resources and making tourism a key economic sectors of the province.

+ Synthesis and analysis of the research sites characteristics in Ninh Binh province, tourism resources, tourism infrastructure, tourism planning, tourism development investment, tourism service, tourism promotion and the outcome of Ninh Binh tourism from 2009 to present.

Synthesis and analysis the status of Ninh Binh tourism human resources, specially focusing mailnly on the tourism human resources development speed, the quality of tourism human resources, actual status of using human resources, actual status of training human resources. Thesis has analyzed the actual status of tourism human resources in both tourism public sector, tourism training sector and private sector in order to overall evaluate to the Ninh Binh tourism human resources, pointing out the limitations and the causes of these limitations. Here are the results as a solid basis for finding solutions to human resources development in the province of Ninh Binh in the near future.

+ The thesis has formed the attitudes, goals and direction for development of human resources in the Ninh Binh tourism industry in the future in order to develop the human resources in accordance with the policies of the State for the development of human resources to serve the purpose of industrialization and modernization of the country and the province's tourism development.

This thesis has proposed a number of solutions such as: strengthening the organization of tourism human resources development including strengthening the State Administration for human resources development; human resources development in private sector; solutions to improve the training system in the province.
