10. Summary of the thesis results:
This thesis focuses on clarifying the Vietnam-France relationship during the period 2013-2020 in various aspects, identifying influencing factors, the current state of cooperation, and the advantages and difficulties in the bilateral relationship. It highlights the changes in the relationship since Vietnam and France signed their Strategic Partnership. Based on this, it provides an overall assessment of the relationship between the two countries during the 2013-2020 period and proposes recommendations to strengthen the relationship in the future.
In 2013, Vietnam and France agreed to further strengthen bilateral relations by elevating them to a Strategic Partnership. This strengthening of relations between the two countries not only aligns with the needs and interests of their people but also opens a new phase for Vietnam-France relations. Accordingly, Vietnam and France have increased high-level exchanges and contacts, enhanced the effectiveness of established dialogue and cooperation mechanisms; and expanded and strengthened cooperation in all fields, at all levels, sectors, and localities, as well as coordinating closely on regional and international issues of mutual interest. Vietnam-France cooperation in the economic, political, social, cultural, and educational fields has been boosted, creating significant changes and deepening the relationship between the two countries. Despite this, bilateral relations between Vietnam and France still face some limitations. In the past five years, no visit by the French President to Vietnam has been organized. The progress in cooperation plans, including defense cooperation, has been slower than expected and has not yielded many positive results. While bilateral trade has increased, it has not yet reached its full potential. France's geographical distance from Vietnam means that transportation and storage costs for exported goods to this market are high, posing difficulties for Vietnamese businesses. Both Vietnam and France have the potential to promote and attract tourism; however, the number of French tourists visiting Vietnam in recent years has been low. Obtaining a visa for Vietnamese citizens to enter France still requires many procedures and takes a long time… To further develop bilateral relations in many areas, Vietnam and France need to take concrete steps to realize each other's desires and needs.
11. Practical Applications: Based on the analysis and assessment of the Vietnam-France relationship from 2013-2020, several suggestions can be drawn regarding Vietnam's foreign policy towards France to further deepen the Vietnam-France strategic partnership and make it more substantive, such as: strengthening political trust, promoting high-level exchanges and contacts, enhancing the effectiveness of dialogue and cooperation mechanisms; expanding cooperation in the fields of politics, diplomacy, defense, and security; and strongly promoting cooperation in economics, trade, investment, science and technology, energy, health, culture, education, tourism, justice, environmental protection, etc., in the coming period.

The thesis focuses on clarifying the Vietnam-France relations from 2013-2020 in different areas, including explaining the factors that impact the relations, the state of affairs, advantages and difficulties in the bilateral relations. From which, it emphasizes changes in the two countries' relations since the establishment of the Strategic Partnership between Vietnam and France. On that basis, it provides a comprehensive assessment on the two countries' relations during the period of 2013-2020 and recommendations as to promote the relations in coming times.
In 2013, Vietnam and France agreed to enhance their bilateral relations by concluding the Strategic Partnership. This upgrade not only meets the needs and interests of the people but also opens a new page in the Vietnam-France relations. active, Vietnam and France have enhanced high level interactions and exchanges, strengthening the effectiveness of the existing dialogue and cooperation mechanisms; expanded and promoted the co-operations in all areas, at all levels, among the two countries' localities as well as worked closely to address international and regional issues of mutual interest. Vietnam-France relations in economic, political, social, cultural-educational areas have made a break-through which has deepened the two countries' relationship. However, the Vietnam-France bilateral relations still see weaknesses. Over the past 5 years, there has been no visit paid by the French President to Vietnam. The implementation of co-operation plans, including in the defense area, failed to deliver promptly and the results remain modest. Trade volume although increased, is not on par with potential. Due to geographic distance, the high cost of transportation and preservation of goods is a real challenge for Vietnamese businesses. The potential for tourism in both countries is high but tourists exchange remains low. The procedure to apply for a French visa is time consuming… To further deepen and expand the bilateral relations in different areas, Vietnam and France need to take actions to satisfy both countries' needs.

Practical applicability, if any: With the above analyzes and assessments on the Vietnam-France relations during the period of 2013-2020, several implications can be drawn for the Vietnam's diplomacy toward France as to increase the dynamic to further deepen and add more substance to the Strategic Partnership between Vietnam and France, such as: The two countries should enhance political trust, promote high level interactions and exchanges, increase the effectiveness of dialogue and cooperation mechanisms; expand the cooperations in politics, foreign affairs, defense, security; strengthen the cooperations in economics, trade, investment, science and technology, energy, health, tourism, jurisdiction, environment protection... in coming time.
