10. Summary of the thesis results:
Aiming to propose ways to use financial tools to promote the formation of information technology policies serving data management in the population and family planning sector of Ninh Thuan province, based on needs and to enhance the practical application of research results, this thesis has defined the research boundaries within the scope of appropriate financial policies for the population and family planning sector in Ninh Thuan province from 2014 to 2020. It systematizes key theoretical issues and the relationship between the criteria of financial tools and the current state of their use and their impact on technology policies in population and family planning data management in Ninh Thuan province, orienting the needs and the practical application of scientific research results.
Combining theoretical foundations and practical surveys, this thesis has demonstrated and concluded: Based on the analysis of achievements in the population and family planning sector of Ninh Thuan province with two criteria—reducing the birth rate, stabilizing population size, and the effectiveness of family planning work in the last three years—as well as the analysis and evaluation of the current state of data management in the population and family planning sector of Ninh Thuan province, the thesis focuses on proposing solutions for using financial tools to promote the formation of information technology policies in sector data management. The implementation process of the proposal consists of three stages: preparing the implementation plan (identifying objectives, directions, and assigning responsibilities), implementing the proposal using financial tools, and evaluating the implementation results.
After surveying, analyzing, and evaluating factors related to financial instruments, information technology policies, and the impact of financial instruments on the formation of information technology policies, the thesis also explores the content of financial instruments regarding debt and financial support from the State and management agencies. These are two important aspects of financial instruments that promote the formation of information technology policies in managing population and family planning data in Ninh Thuan province. Therefore, proposing solutions to improve the efficiency of data management in Ninh Thuan is now essential and crucial.

Aims to propose ways of using fiscal instruments to promote the formation of the information technology policy for managing data of Population and Family Planning Sector of Ninh Thuan province in the orientation of enhancing the applicability of research findings in the reality, the thesis limits the research scope within the appropriate fiscal policy for the Population and Family Planning Sector in Ninh Thuan province in the period from 2014 to 2020. Systemization of the focus discussed issues and the relationship between the criteria of financial instruments and the real state of using current financial tools and its impact on the IT policy in managing the data of Population - Family Planning in Ninh Thuan province, orienting the needs and applicability the results of scientific research in practice.
Combining theoretical basis and practical survey, the thesis demonstrated and concluded that: Based upon the analysis of the achieved results in the provincial Population - Family Planning with two criteria on reducing the birth rate, stabilizing the population size and efficient of implementation of family planning in the last three years, as well as analyzing and assessing the real state of managing data for Population - Family Planning in Ninh Thuan province, the thesis focuses on consistent solutions to use the financial instruments to promote the establishment of IT policy in managing data of the sector. The process of implementing the proposal consists of three phases: Prepare proposed plan of implementation (Define goals, orientation and task assignment), implement the proposal of using financial instruments and evaluate the performance.
After the survey analysis, evaluating factors of financial instruments, information technology policy and the impact of the financial instruments to the establishment of information technology policies; thesis also goes into exploring the content of financial instruments on debt funding from the state and the administrative agencies. These are two important issues of financial instruments to promote the formation of information technology policies in the management of data on population and family planning in Ninh Thuan province. Meanwhile, the proposal of solutions to improve the efficiency of data management in Ninh Thuan province now is necessary and important.
