The thesis clarifies the livelihoods of the Hmong, Dao, Tay people in Ban Ho commune, Sa Pa district, Lao Cai province in the tradition, the natural and ecological characteristics of Ban Ho commune in particular and Sa Pa district in general. The thesis studies the policies of the state and government, the assessments of scientists, the media and the opinions of the people on the hydropower projects that have been and are being implemented in Sa Pa. The thesis has assessed the changes in the livelihoods of the people of Sa Pa after the project, the adaptation of the people, new sources of livelihood and the modern lifestyle of the people.

The thesis is a reference document for policy makers to develop appropriate policies for hydropower projects in Sa Pa as well as policies to support people in the project area. The thesis gives some suggestions for new livelihood models for people.
