This thesis focuses on analyzing the role of the People's Council of Hua Phan Province, Lao People's Democratic Republic, in environmental protection within the province. Based on a systematization of theoretical and practical foundations, the thesis clarifies relevant concepts, theories, and the role of the provincial People's Council in environmental management. During the research period (2023-2025), the Hua Phan Provincial People's Council achieved certain results in fulfilling its functions and tasks related to environmental protection, specifically: In the drafting and promulgation of documents, the Provincial People's Council has gradually concretized the State's policies and guidelines on environmental protection to suit local conditions; in its supervisory activities, the Provincial People's Council has implemented monitoring programs on the enforcement of environmental laws, contributing to enhancing the responsibility of relevant agencies. In terms of resource mobilization and cooperation, the Provincial People's Council has shown considerable interest in coordinating with organizations and communities to promote environmental protection activities. Besides the achievements, the thesis also points out some limitations such as: the legal framework is still too general and not specific enough; the effectiveness of supervision is not high; the capacity of officials and resources are limited; and awareness and community participation are not uniform.

Based on that, the thesis proposed several groups of solutions to enhance the role of the People's Council of Hua Phan province in environmental protection, including: improving the legal system; enhancing the enforcement capacity of the state apparatus; strengthening supervisory activities; raising awareness and community participation; and promoting cooperation and mobilizing domestic and foreign resources.

Practical applicability: Based on the research results, the thesis reveals the current state of human resource management at the People's Council of Hua Phan Province, Lao People's Democratic Republic. This provides state management agencies with a multi-faceted perspective on the issue and enables them to develop appropriate policies and solutions to improve the quality of human resources and better serve the unit's activities.
