This thesis systematizes and clarifies the theoretical basis of the circular economy in international relations, while applying a combination of two approaches—Institutional Liberalism and International Political Economy—to analyze the Vietnam-Italy relationship in the development of the circular economy during the 2021-2025 period. The research results show cooperation.The circular economy is not merely an economic or technical issue; it is also influenced by cooperative institutions, institutional capacity, market structure, and the position of countries within the global value chain..

From a theoretical perspective, the thesis clarifies that the degree of institutionalization and consistency of the legal framework plays a crucial role in maintaining long-term cooperation, thereby adding a perspective to Institutional Liberalism. Simultaneously, the study points out the existence of asymmetry in resources, technology, and green standards in bilateral relations, thus deepening the approach of International Political Economy in analyzing sustainable development cooperation. The novelty of the thesis lies in itsIntegrating these two theoretical frameworks provides a comprehensive explanation of the dynamics and mechanisms of circular economy cooperation in bilateral relations..

In practical terms, the thesis analyzed the current state of Vietnam-Italy cooperation during the 2021-2025 period and indicated that both sides have made significant progress through cooperation programs, projects, and frameworks, particularly in the areas of water resources, waste management, energy, and sustainable production.

Based on that, the thesis affirms that the circular economy has the potential to become a new pillar in economic relations between the two countries, and at the same timeto provide policy implications for promoting cooperationin the near future.
