In the context of digital transformation, social media is increasingly becoming an important means of communication. For commune-level authorities, using social media not only enhances the effectiveness of information dissemination but also strengthens connections with the people. Based on this, the project "Using Social Media in Communication Work of Phu Cat Commune, Hanoi" was undertaken to clarify the theoretical basis, assess the current situation, and propose solutions to improve the effectiveness of local government communication.
Theoretically, the project has systematized the basic issues of communication, social media communication, and the role of social media in the activities of grassroots-level state agencies. Based on a synthesis of research, the project clarifies the characteristics, role, and factors affecting the effectiveness of social media use, while also building a suitable analytical framework for studying communication on social media at the commune and ward levels.
In practice, research surveying the activities of the Phu Cat Commune General Service Center's Fanpage shows that social media is initially effective in providing official information, disseminating policies and guidelines, and promptly reflecting local activities. This contributes to helping people access information quickly and enhancing the transparency of local government.
However, some limitations remain, such as a lack of diverse content, simplistic presentation styles, and low levels of interaction; the management capacity and digital communication skills of staff need to be further improved.
Therefore, the project proposes solutions such as improving staff capacity, standardizing content management processes, diversifying communication methods, and strengthening coordination among departments. The synchronized implementation of these solutions will contribute to enhancing the effectiveness of local government communication.

On this basis, the study entitled“The Use of Social Media in Communication Activities of Phu Cat Commune, Hanoi”was conducted to clarify the theoretical foundations, assess the current situation, and propose solutions to improve the effectiveness of social media use in local government communication.
From a theoretical perspective, the study systematizes key issues related to communication, social media communication, and the role of social media in the activities of groundswell-level government agencies. By synthesizing previous studies, it identifies the characteristics, roles, and factors influencing the effectiveness of social media use, while also developing an appropriate analytical framework for examining social media-based communication at the commune level.
From a practical perspective, the study examines the operation of the Phu Cat Commune Integrated Service Center's fanpage. The findings indicate that social media has been initially effective in disseminating official information, promoting policies and guidelines, and providing timely updates on local activities. As a result, it facilitates citizens' access to information and enhances transparency in grassroots governance.
However, several limitations remain, including a lack of content diversity, relatively simple presentation formats, and low levels of interaction. In addition, the managerial capacity and digital communication skills of responsible staff need further improvement.
Based on these findings, the study proposes several key solutions, including enhancing staff capacity, standardizing content management processes, diversifying communication formats, and strengthening coordination among relevant units. The effective implementation of these solutions is expected to improve the overall performance of local government communication.
