10. Summary of the thesis results:

The author has explored theories on science and technology (S&T) organizations, S&T activities, S&T policies, etc., as well as the current state of the linkages between S&T organizations in public hospitals and partners inside and outside hospitals in Vietnam in general, and at Bach Mai Hospital in particular.

The difficulties and limitations in the linkage between science and technology organizations in public hospitals and partners inside and outside the hospital, in the direction of autonomy, mainly stem from the fact that the relationship between science and technology organizations in public hospitals and partners inside and outside the hospital is still loose, spontaneous, and lacks a unified point of contact to link these parties. The functions and tasks of science and technology organizations are not fully implemented... Therefore, the author proposes a solution to re-establish the relationship based on actual needs between science and technology organizations in public hospitals and partners inside (clinical departments, professional departments within the hospital) and outside (businesses, foreign hospitals, investment funds) according to the principle of autonomy, in order to create an effective linkage that is consistent with practical needs.
