- To establish a theoretical framework for policies aimed at nurturing innovative startups.

- Based on an analysis of the current state of the formation and development of innovative startup incubation in Vietnam, this study assesses the achievements, difficulties, and obstacles, as well as their causes. Currently, Hanoi National University does not have a specific policy on innovative startup incubation; there is currently one innovative startup operating at Hanoi National University.

- The research topic has proposed several policy solutions to develop and nurture innovative startups at Hanoi National University in particular and in Vietnam in general.
