This thesis has researched and clarified three contents: the theoretical and practical basis of the research problem; the current state of the research problem; and based on the theoretical and practical basis of criteria for evaluating the quality of science and technology human resources in public science and technology organizations following the direction of autonomy and self-responsibility, as applied at the Institute of State Organizational Sciences, the thesis proposes some suggestions and recommendations for building criteria for evaluating the quality of science and technology human resources.

Government Decree No. 115/2005/ND-CP dated September 5, 2005, stipulating the mechanism of autonomy and self-responsibility of science and technology organizations, marked a major turning point for science and technology organizations in general and science and technology human resources in particular. For a science and technology organization oriented towards a shift in its working mechanism towards autonomy and self-responsibility, high-quality human resources are essential for a strong and developing organization. Therefore, to cultivate dynamic, creative, and proactive human resources that benefit the collective, it is necessary to develop new and more appropriate criteria for evaluating science and technology human resources.
