The thesis has researched and clarified 3 contents: Theoretical and practical basis of the research problem; Current status of the research problem; From the theoretical basis and current status of the criteria for assessing the quality of S&T human resources in public S&T organizations in the direction of autonomy and self-responsibility, which is the research applied at the Institute of State Organizational Science, the thesis makes a number of proposals and recommendations for developing criteria for assessing the quality of S&T human resources.
Decree No. 115/2005/ND-CP dated September 5, 2005 of the Government regulating the mechanism of autonomy and self-responsibility of S&T organizations was issued, which was a major turning point for S&T organizations in general and S&T human resources in particular. For a S&T organization with the orientation of transforming the working mechanism to an autonomous and self-responsible mechanism, high-quality human resources are essential to have a strong and developing organization. Therefore, in order to have a dynamic, creative and proactive human resource that brings benefits to the collective, it is necessary to develop criteria for evaluating S&T human resources in a new and more appropriate direction.
