This thesis contributes to assessing the current state of key grassroots-level officials in Ha Tinh province during the period 2009-2013, particularly regarding their level of political theory. Based on this assessment, it proposes several solutions to improve the political theory level of key grassroots-level officials in Ha Tinh province in the present period.

The research findings of this thesis are intended as a reference for Party committees at all levels, especially district-level Party committees, in developing plans for training, fostering, and selecting key grassroots cadres throughout the province, meeting the requirements of the current period.
