Chương 1. Khái quát cơ sở lý luận về tổ chức thực hiện chức năng tham mưu trong hoạt động văn phòng
Trong Chương 1, tác giả đã trình bày khái quát cơ sở lý luận về tổ chức thực hiện chức năng tham mưu trong hoạt động văn phòng cũng như ý nghĩa của tổ chức thực hiện chức năng tham mưu; trách nhiệm tổ chức thực hiện chức năng tham mưu trong hoạt động Văn phòng; khái quát nội dung (nhiệm vụ) tổ chức thực hiện chức năng tham mưu của Văn phòng; biện pháp tổ chức thực hiện công tác tham mưu của văn phòng cũng như đề cập đến các yếu tố ảnh hưởng đến tổ chức thực hiện chức năng tham mưu của Văn phòng.
Chương 2. Thực trạng tổ chức thực hiện chức năng tham mưu của Văn phòng Sở Giao thông Vận tải tỉnh Yên Bái
Căn cứ vào các cơ sở khoa học đã trình bày tại Chương 1, tác giả đã trình bày cụ thể, rõ ràng về thực trạng tổ chức thực hiện chức năng tham mưu của Văn phòng Sở Giao thông Vận tải trên 3 phương diện: (1) Tổ chức bộ máy nhân sự thực hiện chức năng tham mưu của Văn phòng Sở; (2) Tình hình thực hiện nội dung (nhiệm vụ) tham mưu của Văn phòng Sở; (3) Các hình thức thực hiện hoạt động tham mưu.
Trên cơ sở phân tích thực trạng tổ chức thực hiện chức năng tham mưu của Văn phòng Sở, tác giả đã nêu được những ưu điểm và hạn chế trong tổ chức thực hiện chức năng tham mưu của Văn phòng Sở, đồng thời tác giả cũng đã chỉ ra được những nguyên nhân của những hạn chế đó.
Chương 3. Phương hướng, giải pháp hoàn thiện tổ chức thực hiện chức năng tham mưu của Văn phòng Sở Giao thông Vận tải tỉnh Yên Bái
Trên cơ sở nghiên cứu, đánh giá thực trạng tại chương 2, tác giả tập trung đề xuất 03 giải pháp nhằm hoàn thiện tổ chức thực hiện chức năng tham mưu của Văn phòng Sở Giao thông Vận tải tỉnh Yên Bái trong đó tập trung vào các vấn đề sau: (1) Hoàn thiện các quy định pháp lý về tổ chức thực hiện chức năng tham mưu của Văn phòng Sở; (2) Hoàn thiện tổ chức bộ máy và nhân sự tổ chức thực hiện chức năng tham mưu của Văn phòng Sở; (3) Nâng cao chất lượng tổ chức thực hiện chức năng tham mưu của Văn phòng Sở.
11. Khả năng ứng dụng trong thực tiễn
Dựa trên các kết quả nghiên cứu tại luận văn, Văn phòng Sở Giao thông Vận tải tỉnh Yên Bái có thể đưa ra các giải pháp, đề xuất có tính khả thi để áp dụng vào thực tiễn, góp phần hoàn thiện trong tổ chức thực hiện chức năng tham mưu của Văn phòng Sở cũng như góp phần nâng cao vai trò lãnh đạo của đội ngũ lãnh đạo, quản lý của Sở Giao thông Vận tải tỉnh Yên Bái.
12. Những hướng nghiên cứu tiếp theo
Dựa trên kết quả nghiên cứu tại luận văn này, trong thời gian tới tác giả tiếp tục nghiên cứu các vấn đề liên quan đến tổ chức thực hiện chức năng tham mưu của Văn phòng Sở Giao thông Vận tải để có thể áp dụng tại Văn phòng Sở Giao thông Vận tải nói riêng và Sở Giao thông Vận tải tỉnh Yên Bái nói chung.

In Chapter 1, the author presented an overview of the theoretical basis of the organization performing the advisory function in office activities as well as the meaning of the organization performing the advisory function; responsibility for organizing and performing the advisory function in the operation of the Office; outline the contents (tasks) of organizing the advisory function of the Office; measures to organize the consulting work of the Office as well as mention the factors affecting the organization to perform the advisory function of the Office.

Chapter 2. Actual situation of organization and implementation of advisory function of Office of Department of Transport of Yen Bai province

Based on the scientific basis presented in Chapter 1, the author has presented specifically and clearly about the actual situation of organizing and performing the advisory function of the Office of the Department of Transport in 3 aspects: ( 1) Organize the personnel apparatus to perform the advisory function of the Department's Office; (2) Status of implementation of advisory contents (tasks) of the Department's Office; (3) Forms of consulting activities.

On the basis of analyzing the actual situation of organizing the implementation of the advisory function of the Department's Office, the author has pointed out the advantages and limitations in organizing the implementation of the advisory function of the Department's Office. reasons for these limitations have been identified.
