10. Summary of thesis results:
The trend of exporting Vietnamese workers abroad has recently increased rapidly, solving the problem of surplus labor, contributing to the overall economic growth. On the other hand, this is also considered a form of sending workers to developed countries to learn from experience, after returning home they will be the core force, participating in building the country. In particular, with many advantages in attracting foreign workers, Japan is one of the potential job markets that Vietnam needs to maintain and develop. However, the increase in quantity not parallel with quality will create opportunities for illegal acts by Vietnamese labor export enterprises, unions and Japanese receiving enterprises, violating the rights of Vietnamese workers in Japan.
Therefore, the thesis with the topic: "How to protect Vietnamese trainees in Japan today" aims to: 1) Raise the urgent issue of protecting Vietnamese trainees in Japan, through synthesizing and analyzing the overall situation of labor export activities between Vietnam and Japan. 2) Collect, analyze, and evaluate the laws and regulations of the two countries on the supervision, management, training, protection, and support of foreign trainees in general and Vietnamese trainees in particular before going to work abroad and during their time working in Japan. From there, it helps Vietnamese enterprises operating in the field of labor export to Japan have a broader view, learn from experience, improve the content of activities, actively cooperate with the Ministry of Labor - Invalids and Social Affairs and the Department of Overseas Labor Management, support, train and preserve this "golden" labor force.
11. Practical application:
A comprehensive review of the existing problems in labor export activities and the protection of Vietnamese trainees and technical interns in Japan will encourage the government and businesses operating in this field to make adjustments, operate more seriously and professionally, meet the requirements of partners, and improve the quality of workers before exporting. The current trend of labor export in Vietnam has been increasing rapidly, which solves labor surplus issue, contributing to general economic growth. On the other hand, this is allocation of the labor to the developed countries in order to learn experience; they will be a key manpower to participate into country development after returning to hometown. In particular, with many advantages on attracting foreign labor source, Japan is one of the potential job markets in which Vietnam should have to maintain and develop. However, it is the non-parallel increase of the intern trainee in aspect of quality and quantity which creates opportunities for Vietnamese Labor Exporting Enterprises to violate regulations of the prevailing laws and the foreign intern trainee receiving Labor Union and Organization in Japan to infringe the rights of Vietnamese laborers in Japan.
