- The thesis points out the current status of the policy to attract scientific and technological human resources of the Leather and Footwear Research Institute through the following aspects: recruitment and use of human resources; human resource treatment and building a scientific research environment, and also points out many limitations that need to be overcome urgently and in the long term such as: Quality of civil servants and public employees; actual income of civil servants, public employees and workers working at the Institute is low compared to the general level; some regulations are not yet unified, so they have not really created an open environment to encourage creative research activities.
- The thesis has built 3 groups of solutions: Group of solutions on recruitment, training, and use of human resources; Group of solutions on human resource assessment and treatment; Group of solutions on scientific research environment.
