(i) Study the current situation of funding allocation and settlement of scientific research funding at science and technology organizations under the Ministry of Industry and Trade. Analyze the limitations in funding allocation such as: scattered, long-term, slow and small-scale, causing difficulties in the implementation of tasks, affecting the progress and efficiency as well as the quality of the topics.
(ii) Proposing solutions to overcome the limitations in allocating funds to implement scientific projects is to form a reserve fund to overcome financial difficulties in the process of implementing tasks when the state budget has not provided funds in time. The thesis has proposed some basic issues of the Reserve Fund: the organizational structure of the Fund, the capital source of the Fund, the Fund management mechanism and the conditions for forming the Fund.

Practical applicability: The thesis serves as a reference document for the Ministry of Industry and Trade in formulating solutions to support funding sources to overcome financial difficulties in the implementation of tasks of science and technology organizations under the Ministry of Industry and Trade; serves as a document for students and graduate students related to the major of Science and Technology Management.
