11. Summary of the thesis results:

(i) Study the current situation of funding allocation and settlement for scientific research at science and technology organizations under the Ministry of Industry and Trade. Analyze the limitations in funding allocation such as: fragmentation, dispersion, slowness, and piecemeal disbursement, which hinder the implementation of tasks, affecting the progress, effectiveness, and quality of research projects.

(ii) To address the limitations in allocating funds for scientific research projects, the thesis proposes the formation of a reserve fund to alleviate financial difficulties during project implementation when state budget funding is not provided in a timely manner. The thesis has proposed several basic issues regarding the reserve fund: the fund's organizational structure, its capital sources, its management mechanism, and the conditions for its formation.

Practical applications: This thesis serves as a reference document for the Ministry of Industry and Trade in formulating solutions to support funding for overcoming financial difficulties in the implementation of tasks by science and technology organizations under the Ministry of Industry and Trade; it also serves as a resource for undergraduate and graduate students related to the field of Science and Technology Management.
