10. Summary of the thesis results:
The objective of this study is to analyze and evaluate, and subsequently propose solutions to improve the quality of female human resources in Hanoi today, in order to meet the socio-economic development needs of the capital city. To achieve this objective, the thesis has researched and evaluated the theoretical basis and practical experience of other countries regarding the role of female human resources and the quality of female human resources, as a basis for assessments and conclusions on the quality of female human resources in Hanoi.
Research on the quality of female human resources in Hanoi shows that the exploitation and utilization of female human resources is not commensurate with the potential and has not met the requirements of socio-economic development of the Capital. The quality of female human resources is still inadequate compared to the increasingly high demands of socio-economic development and gender equality. The mechanisms for planning and implementing policies have not created a truly equal environment for women's participation and benefits. In order to promote the role and improve the quality of female human resources, meeting the goals and requirements of socio-economic development of the Capital and the whole country, the research has proposed three groups of solutions, including: (1) Building and implementing a plan for training, fostering and assigning female cadres; (2) Improving the quality of female human resources is a basic solution and condition to promote the strengths of the female workforce, and at the same time is a positive measure to strengthen gender equality and promote the advancement of women; (3) Mobilize resources and participation of responsible agencies throughout the political system, international organizations, and non-governmental organizations.
This thesis contributes to the study of theoretical issues concerning female human resources at the provincial/city level. The research results provide a scientific basis for the development and planning of policies related to the development of female human resources in Hanoi and other provinces and cities.
11. Practical applications:This thesis provides scientific arguments for policy-making agencies regarding the development and planning of policies for female human resource development in Hanoi. The thesis serves as a valuable reference for researchers, lecturers, and students studying human resources and gender in research institutes and universities.

11. Summary of the findings of the thesis:
The objectives of this research are to analyze and assess the quality of current women human resources in Hanoi and give policy recommendations to enhance the quality of the women human recourse meeting the socio-economic development objectives of Hanoi. The research findings show that the mobilization and usage of women human resources in Hanoi have not achieved its potential and has not met the requirements of its socio-economic development; the quality of women human resources is low in comparison to the requirements of the development and gender equality; mechanisms, policies and their enforcement have not created a fair environment for the involvement of the women. In order to strengthen the role and improve the quality of women human resources in Hanoi, meeting the objectives and requirements of the capital development, the research recommends three policy groups: (1) Developing and implementing a master planning on training and retraining and using women labor; (2) Developing the quality of women human resources are the solutions, primary conditions to take advantage of the strengths of women labor, it also contributes to promote gender equality and the prosperity of women; (3) Mobilizing resources and the involvement of authorities in the whole political system, international and non-governmental organizations.
The thesis contributes to the current literature on the quality of women human resources, specifically the quality of women human resources at the provincial, city level. Research findings contribute to develop, make policies on women human resources in Hanoi and provincial/city authorities.
12. Practical applicability, if any:The research provides scientific evidence for policy makers in making and implementing policies on women human resource development in Hanoi. The research is a reference material for researchers, lecturers and students specialized in gender and human recourse studies in research institutes and universities.
