The thesis has achieved the following results:

Firstly, the thesis has systematized the basic theoretical issues regarding financial policy, small and medium-sized enterprises, technological innovation activities in enterprises, as well as the impact of financial policy on technological innovation activities in enterprises.

Secondly, using supporting data, the thesis analyzed and clarified the current state of technological innovation and the impact of financial policies on technological innovation activities in helmet manufacturing enterprises. From there, the author analyzed the difficulties and barriers in financial policies affecting technological innovation activities in small and medium-sized enterprises.

Thirdly, the thesis has proposed policy solutions related to taxation and credit to promote technological innovation in small and medium-sized enterprises.

11. Practical applications:

This thesis serves as a reference for researchers in the field of corporate finance (specifically, managing technological innovation in small and medium-sized enterprises). Furthermore, the proposed financial policy solutions will provide guidance for businesses in developing strategies to promote technological innovation and enhance competitiveness, especially in the context of the current Fourth Industrial Revolution.
