10. Summary of the thesis results:

The author has explored theories of organization, science and technology (S&T) organizations, S&T activities, S&T policies, autonomy, accountability, etc., as well as the current state of transformation under the autonomy and accountability mechanism of Decree 115/2005/ND-CP. From this, the author analyzes and identifies the changes in provincial-level S&T service centers during the operational transformation and proposes solutions for successful transformation.

Under the impact of Decree 115/2005/ND-CP, provincial-level Science and Technology Service Centers have made positive strides and operated effectively, contributing to local development. However, nationwide, 28 out of 63 provincial-level Science and Technology Service Centers are still in the process of submitting their operational transformation plans according to Decree 115/2005/ND-CP for approval by competent authorities. This delay in transformation, despite the decree being correct and in line with the development trends of science and technology, stems from a mentality of dependence on state subsidies, weaknesses in infrastructure and facilities, insufficient capacity to seek development resources, and a management style that remains bureaucratic and subsidized. Therefore, they have not yet been able to break free from the burden of state budget funding and achieve operational autonomy. Based on theoretical research on the operational status of several centers that have successfully undergone transformation, and the operational status of the Ha Nam Science and Technology Service Center itself, this study identifies the changes in local Science and Technology Service Centers under the impact of the self-governance and self-responsibility mechanism as stipulated in Decree 115/2005/ND-CP.

11. Practical applications:

- The success of this project will first and foremost create a positive impact on the successful implementation of Decree 115/2005/ND-CP by the Science and Technology Service Center of Ha Nam province.

- The results of this project will serve as documentation for the Centers for Application of Advanced Science and Technology in the provinces that are implementing transformation projects, for submission to competent authorities for reference.

- The results of this research will also serve as a reference for centers operating in other fields.

12. Future research directions:

Essentially, the hypothesis of the topic has been proven. Theoretical issues concerning autonomy and scientific governance may be studied at a higher level with greater effort.

The author has to learn the theory of organizations, S & T activities, S & T policies, autonomy and self-responsibility ... as well as the situation of self-ownership, self-responsibility of Decree 115/2005 / ND-CP. From there, analysis and identification of the transformation of the provincial Center for Science and Technology Services when transforming activities and reject solutions for successful transformation.

Under the impact of Decree 115/2005 / ND-CP, the Provincial Center for Science and Technology Services has made positive changes, effectively helping to the development in the localities. However, there are still 28/63 Provincial Science and Technology Services Centers in the process of submitting the Project on Transformation under Decree 115/2005 / ND-CP to competent authorities. The transitional delay despite the decree is correct, consistent with the development trend of Science and Technology resulting from subducted psychology, infrastructure and infrastructure weaknesses, Insufficient capacity to seek development resources, management style, administration dependence, subsidy, etc. can not escape from the state budget and operate autonomously. From the results of theoretical studies on the status of activities of some centers, the Center has successfully transformed and implemented the operation of Ha Nam Center for Science and Technology Services, Of the local Center for Science and Technology Services under the impact of autonomy and self-responsibility under Decree 115/2005 / ND-CP.

- The results of the thesis will be the reference for the centers operating in other areas of reference

Basically, the hypothesis of the topic has been proven. Theoretical issues of autonomy, in the field of science may be studied at a higher level with greater efforts.
