10. Summary of thesis results:
The author has studied the theories of organization, Science and Technology (S&T) organization, S&T activities, S&T policies, autonomy, self-responsibility... as well as the current status of conversion according to the autonomy and self-responsibility mechanism of Decree 115/2005/ND-CP. From there, analyze and identify the changes of provincial Science and Technology Service Centers when converting their activities, and propose solutions for successful conversion.
Under the impact of Decree 115/2005/ND-CP, provincial Science and Technology Service Centers have made positive changes, operating effectively, contributing to the development of localities. However, nationwide, 28/63 provincial Science and Technology Service Centers are still in the stage of submitting the Project to convert operations according to Decree 115/2005/ND-CP to competent authorities for approval. The delay in conversion, although the Decree is correct and consistent with the development trend of Science and Technology, stems from the mentality of dependence on subsidies, the weakness of facilities and infrastructure, the lack of capacity to find development resources, the administrative and subsidized management style, etc., therefore, they have not been able to escape from the cover of the state budget and be autonomous in their operations. From the results of theoretical research on the operational status of some Centers that have successfully transformed, the operational status of the Ha Nam Science and Technology Service Center itself, the topic identifies the changes of local Science and Technology Service Centers under the impact of the autonomy and self-responsibility mechanism according to Decree 115/2005/ND-CP.
11. Practical application:
- The success of the project will first of all create positive effects in the successful implementation of Decree 115/2005/ND-CP of the Center for Science and Technology Services of Ha Nam province.
- The results of the project will serve as documents for the Centers for Application of Science and Technology Advances in the provinces that are implementing the conversion project to submit to competent authorities for reference.
- The results of the project will also serve as reference material for Centers operating in other fields.

Basically, the hypothesis of the topic has been proven. Theoretical problems of autonomy and of scientific governance can be studied at a higher level with greater efforts.

The author has to learn the theory of organizations, S & T activities, S & T policies, autonomy and self-responsibility ... as well as the situation of self-ownership, self-responsibility of Decree 115/2005 / ND-CP. From there, analysis and identification of the transformation of the provincial Center for Science and Technology Services when transforming activities and resolving solutions for successful transformation.
Under the impact of Decree 115/2005 / ND-CP, the Provincial Center for Science and Technology Services has made positive changes, effectively helping to the development in the localities. However, there are still 28/63 Provincial Science and Technology Services Centers in the process of submitting the Project on Transformation under Decree 115/2005 / ND-CP to competent authorities. The transitional delay despite the decree is correct, consistent with the development trend of Science and Technology resulting from subducted psychology, infrastructure and infrastructure weaknesses, Insufficient capacity to seek development resources, management style, administration dependence, subsidy, etc. can not escape from the state budget and operate autonomously.
