The thesis has provided and supplemented theoretical bases for television programs that are specialized for audiences, especially those that are specialized for the H'Mong people. The thesis has also pointed out the limitations and shortcomings in the production and use of works, elements of content, sound, images, techniques, etc. in H'Mong television programs at Bac Kan Radio and Television Station. It has determined appropriate processes for producing H'Mong television programs based on today's modern technology.

Recommend that the State and Bac Kan province have policies to train and recruit Hmong people to make Hmong language television programs. Have specific royalty policies for ethnic language television programs in general, including Hmong language. There should be measures to support equipment for people in the highlands to watch national television programs and Hmong language television programs of the province.

11. Practical application: Build a team of local Hmong informants and collaborators. Set up a system of image signal transmission lines from the districts to Bac Kan Radio and Television Station so that collaborators can collaborate on programs.

This thesis provides and supplements the theoretical basis for television programs for the productive audience, especially for the Hmong people. It also presents limitations and limitations in the production and use of works, contents, sound, photographs, visual effects, etc,. in the Hmong language programs of Bac kan Radio and Television Station. Approve processes for the production of television programs in the Hmong language that apply modern techniques are also determined.

The thesis makes recommendations to the State and Bac Kan province authorities to issue policies on training and recruitment of Hmong people for Hmong language television programs. There should also be specific royalties for television programs in ethnic languages, including the Hmong language. In addition, there is a need for measures to support technical equipment for highland people to access the national television programs and provincial Hmong language television programs.
