- This section provides an overview of general issues regarding the sharing of electronic information resources among information and library institutions in Vietnam, explaining related concepts of electronic information resources and outlining criteria for evaluating electronic information resource sharing mechanisms; it also examines information sharing models of libraries, training and research organizations worldwide and lessons learned for Vietnam in establishing and operating electronic information resource sharing mechanisms among information and library institutions.
- Based on theoretical foundations, Chapter 2 of the thesis provides an overview of the mechanism for sharing electronic information resources among university library information agencies in Vietnam and focuses on researching the mechanism for sharing electronic information resources on science and technology through the Vietnam Library Association for Electronic Information Resources;
- After evaluating the effectiveness of the Vietnam Library Association's electronic information resources and analyzing the difficulties and challenges it faces, this thesis proposes several suggestions to improve the efficiency of sharing electronic information resources on science and technology among Vietnamese library and information agencies.
11. Practical applications:
The research and survey results on the electronic information sharing activities of the Vietnam Library Association provide a basis for objective analysis and evaluation based on survey data from practical experience after 10 years of the Vietnam Library Association's formation and development regarding electronic information resources. The author's recommendations also closely align with the practical development situation of the association. Therefore, the thesis has the potential for practical application.

- An overview of the general issues of e-resources sharing of among information and library institutions in Vietnam in which explains concepts related to e-resources and provides criteria for evaluating e-resources sharing mechanism; the information-sharing models of the libraries, training and research organizations in the world and lessons for Vietnam on the formation and e-resources sharing mechanism among information and library institutions;
- On a theoretical basis, in chapter 2, the thesis conducted to generally find out e-resources sharing mechanism among academic information and library organizations in Vietnam and focus on science and technology e-resources sharing mechanism through Vietnam Library Consortium on e-resources;
- After evaluating the performance of the Vietnam Library Consortium on e-resources, analyzing the problems and challenges that are facing the Consortium, the thesis submitted a number of proposals aimed at improving the effect of science and technology e-resource sharing among Vietnamese information and library institutions.

The authors proposals in the thesis also keep abreast with the development of the Consortium in practice. Thus, the thesis is capable of practical application.
