- Overview of common issues on sharing electronic information resources among information and library agencies in Vietnam, explaining related concepts of electronic information resources and providing criteria for evaluating electronic information resource sharing mechanisms; information sharing models of libraries, training and research organizations in the world and lessons learned for Vietnam on forming and operating electronic information resource sharing mechanisms among information and library agencies;

- Based on the theory, in chapter 2, the thesis conducts a general study of the mechanism of sharing electronic information resources between university library information agencies in Vietnam and focuses on studying the mechanism of sharing electronic information resources on science and technology through the Vietnam Library Consortium on electronic information resources;

- After evaluating the performance of the Vietnam Library Consortium on electronic information resources, analyzing the difficulties and challenges that the Consortium is facing, the thesis has made a number of recommendations to improve the effectiveness of sharing electronic information resources on science and technology among Vietnamese library information agencies.

The results of the research and survey on the sharing of electronic information resources of the Vietnam Library Consortium on electronic information resources are the basis for objective analysis and evaluation based on survey data from practice after 10 years of establishment and development of the Vietnam Library Consortium on electronic information resources. The recommendations of the thesis author also closely follow the practical development situation of the consortium. Therefore, the thesis has the ability to be applied in practice.
