The thesis has clarified the status of the private economy in Ha Tay province before 1991 and the process of Ha Tay Provincial Party Committee applying the Party's guidelines and policies in the process of leading and directing the development of the private economy in the province from 1991 to 2008. At the same time, it has summarized the achievements, limitations and drawn some key lessons in the leadership of economic development of Ha Tay Provincial Party Committee from 1991 to 2008.

Simultaneously, the Thesis also presents the overview of achievements, constraints and draw up some key lessons and experience in leadership of economic development of Ha Tay Provincial Party from 1991 to the year 2008.
