This thesis focuses on clarifying theoretical issues regarding the criteria for evaluating commune and town-level officials and civil servants; assessing the current situation of the commune and town-level officials and civil servants in Yen Binh district, Yen Bai province; highlighting successes and failures; and proposing the development of a new set of evaluation criteria suitable to the local situation in order to improve the evaluation of commune and town-level officials and civil servants in Yen Binh district.

11. Practical applications: The research results of this thesis will serve as a basis for further improving the evaluation of commune and town-level officials and civil servants in Yen Binh district. At the same time, the proposed new set of criteria will contribute to the development of a personnel development strategy for the coming period in Yen Binh district.
