10. Summary of the thesis results:
This thesis clarifies the factors affecting cultural life in Nam Dinh province and the current state of grassroots cultural life in Nam Dinh before 2001. Through rich and reliable source materials, the thesis illuminates the role of the Nam Dinh Provincial Party Committee and the Central Committee in leading and directing the development of grassroots cultural life from 2001 to 2010 in two short periods: 2001-2005 and 2005-2010. Furthermore, based on the practical experience of building grassroots cultural life by the Nam Dinh Provincial Party Committee from 2001 to 2010, the thesis offers some observations on strengths and weaknesses and draws some lessons to contribute to the successful implementation of the Party's policy on building an advanced culture imbued with national identity during the đổi mới (renovation) period.
