The thesis has clarified the factors affecting the cultural life in Nam Dinh province and the current status of grassroots cultural life in Nam Dinh before 2001; through a rich source of reliable documents, the thesis has clarified the Nam Dinh Provincial Party Committee and the Central Government's policy in leading and directing the construction of grassroots cultural life from 2001 to 2010 through two short periods: 2001 - 2005 and 2005 - 2010; at the same time, from the practice of building grassroots cultural life of the Nam Dinh Party Committee from 2001 to 2010, the thesis has made some comments on the advantages, limitations and drawn some experiences contributing to the successful implementation of the Party's policy of building an advanced culture imbued with national identity in the renovation period.
