This thesis provides a literature review, outlining the theoretical and practical foundations of barriers to leadership and management for female officials. It analyzes the current situation regarding female officials; the fundamental barriers affecting their leadership and management, highlighting obstacles such as lack of transparency in policies and mechanisms, gender bias, and the inherent characteristics, conditions, and capabilities of women. The current situation shows that the Party and State have issued and implemented policies to address these barriers – localities like Phu Tho have concretized these in their implementation, such as prioritizing recruitment, appointment, planning, retraining, job placement, salaries, bonuses, and working hours. However, the implementation of these policies still faces certain limitations. In the coming period, to increase the number and quality of women in leadership and management positions, in addition to continuing to implement effective policies, it is also necessary to promote a number of solutions such as: Raising gender awareness through education and awareness campaigns; perfecting legal and policy mechanisms, strengthening the organization, implementation, and monitoring of policies, especially at the grassroots level; and improving the capacity, qualifications, and soft skills of female leaders...
