This thesis presents a summary of the leadership of the Communist Party of Vietnam and the implementation process of the Thai Nguyen Provincial Party in the training and fostering of political theory for key personnel at grounds level from 1997 to 2005 which affirms the Party's policies are consistent and properly deliver concrete results in the process of improving the quality, professional competencies for staff at grounds level to successfully complete the objectives of the country and Thai Nguyen provinces in the period of industrialization and modernization.
