This thesis systematically presents the process by which the Vinh Phuc Provincial Party Committee applied the Party's guidelines and viewpoints to lead the development of the Ho Chi Minh Communist Youth Union from 1997 to 2010.

Based on the practical experience of building the Ho Chi Minh Communist Youth Union in Vinh Phuc province from 1997 to 2010, this thesis objectively assesses the achievements and limitations and initially draws some lessons for the present.

The lessons learned from practical experience offer suggestions to help improve the leadership effectiveness of the Vinh Phuc Provincial Party Committee in building the Ho Chi Minh Communist Youth Union in accordance with the Party's guidelines.
