From a philosophical perspective, this thesis clarifies the theoretical and practical basis for the formation of Ho Chi Minh's thought on emulation and commendation; it outlines some basic contents of his thought on patriotic emulation and commendation work. From there, it assesses the achievements and limitations of the current organization and implementation of emulation and commendation movements within the Ministry of Interior, as well as the state management of emulation and commendation. Through this assessment, the thesis proposes that Ho Chi Minh's thoughts on emulation and commendation should be applied to promote and develop emulation movements within the Ministry of Interior in particular, and emulation and commendation work nationwide in general, aiming to promote and develop patriotic emulation movements contributing to the national construction in the new era.

11. Practical applications: It can be used as a reference document in the study of Ho Chi Minh's thought and contribute to building a scientific basis for relevant agencies to advise competent authorities on promoting and developing emulation and reward work.

Within the framework of this philosophical thesis, we clarify the theoretical and practical basis which formulates the Ho Chi Minh's thoughts on reward and recognition. Based on which, we evaluate both achievements gained and limitations in thought in reward and recognition performance of the Ministry of Home Affairs. Through which, we propose recommendations to apply Ho Chi Minh's thoughts on reward and recognition into promoting and developing the reward and recognition activities of the Ministry of Home Affairs in particular and the reward and recognition activities nationally. The aim is to strengthen and further develop reward and patriotic activities, contributing to the whole country development process in the new era.
