• Firstly, systematize the basic theoretical issues regarding the training and development of district-level civil servants to promote administrative procedure reform.
• Secondly, using secondary and primary data systems, the thesis analyzes and clarifies the current state of training and development of district-level civil servants to promote administrative procedure reform in Dong Hy district, Thai Nguyen province;
• Thirdly, this study analyzes the achievements, limitations, and causes of these limitations in the practical implementation of training and development of district-level civil servants to promote administrative procedure reform in Dong Hy district, Thai Nguyen province.
• Fourth, we propose solutions for training and developing the team of civil servants at the People's Committee of Dong Hy District, Thai Nguyen Province, in order to promote administrative procedure reform.
