Chapter I. Theoretical basis of barriers in international integration of science and technology.

The thesis has systematized a number of concepts related to identifying barriers in international integration of science and technology such as: "International integration", "Science and technology activities", "Science and technology potential", "Barriers", "Science and technology potential in the People's Public Security" and synthesized the theory of international integration of science and technology, criteria for assessing the capacity of international integration of science and technology.

Chapter II. Current status of international integration in science and technology of the People's Public Security force.

In Chapter II, the thesis has described the general situation of the international integration process in science and technology, the current situation of science and technology potential serving Vietnam's international integration (in the last 5 years). In addition, it provides an overview of the current situation of foreign affairs and international cooperation in each specialized field in the Public Security sector and the current situation of science and technology activities serving the international integration of science and technology of the Public Security force.

Chapter III. Barriers to international integration in science and technology of the People's Public Security force.

Through statistical investigation, data analysis and expert interviews, the thesis has identified barriers to international integration in science and technology arising from limitations related to awareness of international integration in science and technology and the current status of science and technology potential serving international integration in science and technology.

11. Practical application: (if any)

Recommendations on measures to overcome the above-mentioned barriers in the process of international integration in science and technology can be considered by leaders or units advising the leaders of the Ministry of Public Security for application in management practices in the coming time.

12. Further research directions: (if any)

Expand research to compare international integration in the field of science and technology of the People's Public Security Forces with a number of other fields such as defense, economy, education, etc.

The Thesis has systemized key concepts and definitions on “S&T activities”, and “International Integration”, “S&T potential resources”, “Barriers”, “S&T potential resources of the People's Public Security Force”, and general theory about international integration of S&T, competency evaluation criteria in international integration of S&T.

Chapter II.Reality of S&T international integration situation of the People's Public Security Force.

In Chapter II, the Thesis has depicted a reality of S&T international integration situation of the whole Vietnam S&T systems in general, and current situation of S&T potential resources for Vietnam's S&T international integration (recent 5 years). Besides that, giving an overview of the status of foreign affairs and international cooperation of each specialized field in the Public Security sector and current situation of S&T activities for the People's Public Security Force's S&T international integration.

Chapter III. Main barriers to the People's Public Security Force's S&T international integration

Through survey, data analysis and experts' interviews, the Thesis has identified main barriers to international integration in science and technology (S&T) of the People's Public Security Force stems from the limitations related to the awareness of international integration on S&T and the current situation of S&T potential resources for S&T international integration.

11. Practical applicability:

Recommendations on solutions to overcome barriers to of the People's Public Security Force's S&T international integration may be applied by Ministry of Public Security leaders in the coming future.

Research shall be extended towards compare international integration in science and technology of the People's Public Security Force with some other fields such as defense, economy, education, ...
