In the scope of chapter 1, the author systematizes the theoretical basis of office, office management, scientific organization and standardization of office activities; in addition, the author focuses on analyzing the types of regulations and rules needed in office activities, the importance and process, methods of building regulations and rules on office activities, etc. The content of this chapter is the theoretical basis for the author to conduct a practical survey in chapter 2.

Chapter 2. Survey and evaluation of existing regulations and rules at the Center for Science, Technology and Young Talent Development (under the Central Committee of the Ho Chi Minh Communist Youth Union)

In this chapter, the author focuses on surveying and evaluating the current status of promulgation and implementation of existing regulations and rules; the process and methods of developing regulations and rules of the Center for Science, Technology and Young Talent Development (under the Central Committee of the Ho Chi Minh Communist Youth Union). In addition, the author also conducts a survey on the implementation of regulations and rules at 02 corresponding career centers under the Central Committee of the Youth Union for objective comparison and assessment.

Chapter 3. SomeSolutions to complete the system of regulations and rules on Office activities at the Center for Development of Science, Technology and Young Talents(Central Committee of Ho Chi Minh Communist Youth Union)

Based on the survey of the current status and implementation of existing regulations, the author proposes a number of solutions to improve the system of regulations; promulgation process and measures to effectively organize the implementation of the system of those documents.
