The author presents the theoretical and practical basis of methods for supporting businesses in technological innovation, specifically the basic concepts of technological innovation, the role of technological innovation, and the needs and methods of supporting businesses in technological innovation. In addition, the author outlines the current state of policies supporting businesses in technological innovation, as well as the experiences and relatively typical policies of several countries that can be applied to support technological innovation in Vietnamese businesses.
Through the practical implementation of various programs and funds, the author has systematically analyzed the current state of operations and identified some obstacles and shortcomings in policy documents related to the science and technology sector in general, as well as the Natif Fund in particular. The author has focused on analyzing the current state of some of the fund's activities (documents, organizational structure, procedures), highlighting achievements, limitations, and their causes.
Finally, the author proposes several solutions for innovating operational methods to improve the effectiveness of the Fund in supporting businesses, organizations, and individuals to boldly change their mindset and focus on technological innovation, contributing to improved productivity, product and service quality, and technology.

The author has researched and presented the literature review about supporting technology innovation activities, specifically on the basic concepts of technological innovation, the role of technology innovation, demand and methods of supporting technology innovation for SMEs. In addition, the author presents current status of policy to support technology innovation for SMEs in Vietnam, as well as experiences and typical policies for technology innovation in some countries, which is applicable in Vietnam.
Through the Programs, Funds ..., the author systematized operating status and some issues, inconsistencies in the policy documents for science and technology in general as well as the Natif in particular.
