The thesis has clarified the theoretical basis of barriers in developing human resources for science and technology in the field of technology appraisal at Vinacontrol Hanoi Company according to the innovation policy approach; the role of technology appraisal in technology policy at the macro and micro levels.
Analyze the current operation status of Vinacontrol Hanoi Company, identify barriers in developing human resources for science and technology to perform technology appraisal at Vinacontrol Hanoi Company, clarify the causes leading to the barriers.
The thesis has proposed a number of solutions to remove barriers including diversifying activities to overcome administrative ruts, overcoming the fear of innovation; training and retraining of science and technology human resources with enough capacity to perform technology appraisal at Vinacontrol Hanoi company, etc.
