Chapter 1. Theoretical and Legal Basis for Organizing the Activities of the Mass Mobilization Office at the Grassroots Level
In this chapter, the author has systematized the theoretical and legal basis of office activities and the construction and organization of office activities for grassroots-level mass mobilization units. This includes analyzing and clarifying general issues concerning office activities (concept, characteristics, structure, role), and the significance of organizing grassroots-level office activities. This theoretical and legal basis forms the foundational framework for carrying out the research tasks of the thesis in Chapters 2 and 3.
Chapter 2. Survey and analysis of the current state of organization and implementation of office activities of grassroots mass mobilization units in Thu Dau Mot city before and after personnel changes (reduction in staff).
The author addresses and clarifies fundamental issues regarding the organization and implementation of office activities of grassroots mass mobilization units in Thu Dau Mot city before and after personnel changes (downsizing); identifies and clarifies the entities responsible for research and proposals, and the entities advising on the development and organization of office activities of grassroots mass mobilization units. Based on an analysis of legal and practical foundations, the author demonstrates the necessity of organizing and implementing office activities of grassroots mass mobilization units in Thu Dau Mot city. Based on an analysis of the current state of office activities in Thu Dau Mot, the author presents and analyzes viewpoints and orientations for developing office activity content; the process of developing office activities; and the structure and main contents of office activities in Thu Dau Mot city. From there, the issue related to organizing the effectiveness and efficiency of the grassroots-level mass mobilization office in Thu Dau Mot city is presented and analyzed in Chapter 3.
Chapter 3. Proposed solutions for organizing and implementing office activities of grassroots-level mass mobilization units.
In this chapter, the author presents and analyzes solutions deemed necessary for the effective and efficient organization and implementation of the grassroots-level mass mobilization office in Thu Dau Mot city. Specifically, a system of solutions (including 6 solutions) is proposed to overcome the limitations and shortcomings existing in the practical construction and organization of office activities; thereby contributing to the improvement of the construction and implementation of the grassroots-level mass mobilization office in Thu Dau Mot city in a suitable direction, to meet current requirements.

The research results are applied to help the organization of office activities at the grassroots level in Thu Dau Mot city before and after personnel changes (downsizing) to streamline office operations, improve work efficiency, facilitate the performance of tasks easily and quickly, and gradually enhance the value of office activities within the agency.

Continue researching measures to improve work efficiency through organizing activities related to evaluating the performance of the office staff of the grassroots mass mobilization units at the ward level.
