10. Summary of the thesis results:

- The thesis analyzed different viewpoints on the political system in general and the grassroots political system in particular; it delved into the role of the grassroots political system in our country today. Specifically, it conducted an investigation into the current state of organization and operation of each component of the political system in nine communes of Can Loc district. From this, it analyzed and synthesized data and operational status, providing a basis for evaluating strengths; analyzing shortcomings and limitations; identifying the causes of limitations; and drawing lessons learned to enhance the role of the grassroots political system in carrying out tasks at the local level.

- Based on the strengths and weaknesses of the political systems in the surveyed communes, the thesis proposes innovative viewpoints based on promoting the people's right to self-governance. From this, it suggests solutions to improve the quality and effectiveness of the grassroots political system in general and in Can Loc district in particular in the future.

11. Practical applications:

- This thesis can be used to assess the current state of the grassroots political system. From there, it can be applied to the process of reforming and improving the quality and effectiveness of the grassroots political system at the commune, ward, and town levels in our country today.

- This thesis can be used as research material for application in lectures in political theory training programs; and for enhancing knowledge of state management for grassroots officials and civil servants at Political Schools in general and Tran Phu Political School in Ha Tinh in particular.

- For Can Loc district, this thesis can be used to refine the Project on innovation and improvement of the quality and effectiveness of the political system and the cadre; contributing to the successful implementation of resolutions at all levels on the political system from the central to the grassroots level.

12. Future research directions:

Clarify the Party's leadership model (both as a member of the political system and as the leading core of the entire system) over the entire political system and each of its components under new conditions.

- This thesis analyzes the different view of political system in general and local political system in particular; analyze in depth the role of local political system in our country today. Especially, it had investigated the actual organizational and operational situation of each entity in the political system in nine communes of Can Loc district. From there, this thesis analyzes the data and operation status, to be used as basis for evaluating the advantages; analyze limitations; analyze limitations; limitation causes and lessons learned in order to promote the role of local political system in performing local tasks.

- Based on the advantages and limitations of the communal political system, this thesis proposed innovation views based on promoting the people's independence. From which it proposed solutions to improve the quality and efficiency of the whole political system in general, and in Can Loc district in the near future.

12. Practical application:

- This thesis can be used to assess the status of local political system. Therefore, apply it in the innovation process, improve the quality and effectiveness of political system of commune, ward and town in our country.

- This thesis can be used as research material in political argument training progams; management training for officials, staffs at the School of Politics in general, and in School of Politics of Tran Phu Ha Tinh in particular.

- For Can Loc district, this thesis could be used to complete the Proposal on innovating and improving the quality and effectiveness of the political system and staffs; contributes to the successful implementation of the Resolution at all levels on political system from central to local levels.

13. Further research directions: Clarify the leadership role of the Party (as both member of the political system, and leader of the entire system) to the entire political system and each component of that system in the new condition.
