The issue of the leadership role of grassroots Party organizations in general, and the grassroots Party organizations of the Provincial Agencies Bloc of Ha Tinh province in particular, requires systematic research in both theory and practice to find appropriate and specific solutions to innovate the leadership role of grassroots organizations in the Provincial Agencies Bloc of Ha Tinh province to meet the demands of the country's industrialization and modernization period.

Several implementation solutions are proposed to ensure that the Party's leadership role adheres to the Party's guidelines and policies, which are concretized depending on the specific reality and functions of each unit. Specifically for grassroots Party organizations within the Party Committee of the Provincial Agencies Bloc of Ha Tinh province, ensuring and promoting the Party's leadership role requires focusing on fundamental elements such as promoting the traditions of Ha Tinh province, in conjunction with the province's socio-economic conditions; paying attention to personnel organization work, a crucial breakthrough outlined in the Resolution of the 17th Provincial Party Congress; renewing the Party's understanding and leadership methods; and effectively developing necessary relationships. In particular, it is necessary to identify the correct leadership of the Party as the primary factor ensuring the victory of the revolution; and the organization and renewal of the leadership role of grassroots Party organizations as the decisive factor and key element in Party building.
