*. In terms of theory: Through research, the thesis has initially clarified the basic theories in the operation of trade unions in Ha Tinh. Based on the research results achieved, the thesis contributes to building, supplementing, and perfecting the theory of innovation in the operation of trade unions to meet the current development requirements in Ha Tinh.

*. In practical terms: Using abundant factual data, the thesis surveyed and clarified the situation and characteristics of the trade union activities in Ha Tinh province from 2008 to 2013. In addition, the thesis also clarified the current state of activities of the committees and grassroots trade unions under the Provincial Federation of Labor: regarding the work of representing and protecting the legitimate rights and interests of workers; propaganda, education, and organization of emulation movements; and the level and capacity of trade union officials. From the issues synthesized and analyzed in practice, the thesis has proposed a fairly comprehensive system of solutions in various aspects. Each solution focuses on clarifying the content and implementation, and the system of solutions reflects consistency, feasibility, and suitability to reality. Based on the survey results, the thesis provides comments and assessments on the strengths and experiences that need to be further promoted, while also pointing out existing shortcomings, limitations, and their causes in order to overcome them.

*. The thesis predicted the future operational situation of the Ha Tinh Trade Union organization and proposed seven feasible solutions to improve the effectiveness of the Trade Union organization to meet the current development requirements in Ha Tinh.

*. Theory: Through the research, the thesis has been initially to unravel the underlying reasons in unionization activities of Ha Tinh. Based on the achieved results of the research, the thesis has contributed to build, supplement and perfect theories for innovating the activities of labor union organizations to meet the requirements of the current development in Ha Tinh.

*. At a practical level: with the various actual data, the thesis has examined to clarify the situation and characteristics of labor union organization's activities in Ha Tinh province from 2008 to 2013. In addition, the thesis also clearly demonstrates the status of the initial operations, the basic labor union organizations under the Provincial Federation of Labor in the following tasks: representing the rights and legal justifiable interests of the officials; advocacy, education, organization of labor movements; level and capacity of the labor union officials. From the collected and analyzed problems from the fact, the thesis has drawn up some relatively comprehensive solutions corresponding to different aspects. Each solution was concentrated on the clarifying the content, implementing, organizing and giving the comprehensive, feasible solutions that fit with the facts. Based on the survey results, the thesis has taken the comments and evaluated the strengths and experience for continuing development, at the same time pointed out the existence, causes and limitations to overcome.

* The thesis has forecasted the activities of the labor union in Ha Tinh in the future and recommended 7 feasible solutions to enhance the performance of union labor organizations to meet the requirements of the current development Ha Tinh.
