10. Summary of the thesis results: The thesis achieved the following basic results:

- Clarifying the important position of the grassroots political system and building a strong grassroots political system is an objective and necessary requirement in the current period.

- Point out the limitations and shortcomings of the political system at the grassroots level in Ha Tinh at present.

- Propose basic solutions to continue perfecting the grassroots political system of Ha Tinh province at present, in order to further improve the operational efficiency of the grassroots political system of Ha Tinh province, contributing to the successful implementation of local political tasks in the new revolutionary period.

The thesis can be used as a reference document to help Party committees at all levels of Ha Tinh province have objective and scientific bases to propose specific policies and solutions to continue building a strong grassroots political system, associated with effectively implementing the Party's policies and resolutions, especially the Central Resolution 4 (term XI) "Some urgent issues on Party building today" and Conclusion No. 64-KL/TW, dated May 28, 2013 of the 11th Party Central Committee onContinue to innovate and perfect the political system from the central to the grassroots level.. The thesis serves as a basis for proposing measures to innovate the content and methods of operation of the Fatherland Front and grassroots mass organizations in the area. In the immediate future, it can be used as a reference document for Party committees and authorities at all levels to prepare for personnel work for grassroots Party congresses for the 2015-2020 term and the election of People's Councils and People's Committees at all levels for the 2016-2021 term in accordance with Directive 36-CT/TW, dated May 30, 2014 of the 11th Politburo. At the same time, it can be used as a reference document in teaching and learning Marxist-Leninist science and Ho Chi Minh thought in universities, colleges and vocational high schools, the Provincial Political School and district-level political training centers in the province.

11. Practical applicability: Can be applied in the development of policies and strategies to continue improving the capacity and effectiveness of the grassroots political system in Ha Tinh province in the coming terms.

11. Thesis summary: Thesis had achieved the following results:

-Clarify the key position of local political system and the work of building a strong local political system is an objective requirement, necessary in the current period.

- Points out the limitations of the local political system in Ha Tinh today.

- Propose basic solutions to continue to improve the local political system of Ha Tinh today, in order to further improve the performance of local political system of Ha Tinh, contributing to the success of implementing local politics in the new revolutionary stage.

This thesis can be used as reference to help Ha Tinh Party committees to have objective and scientific grounds to devise policies and specific measures to further develop the political system, together with the effective implementation of Party policies and resolutions, especially the forth Central Resolution (XI) “Some urgent issues in current Party building” and Conclusion No. 64 – KL/TW, issued on May 28, 2013 by Party Central Committee XI onContinuing innovation process, perfecting political system from Central to local.This thesis provides the basis to propose measures to innovate the contents and mode of operation of Fatherland Front and local organizations. In the short term it can be used as reference for committees and government to prepare human resources for the upcoming party meeting at local level for the term 2015 – 2020 and for the election of the People's Council, the People's Committees at all levels of the term 2016 – 2021 in the spirit of Directive 36-CT/TW, issued on May 30, 2015 of the Politburo XI. At the same time, it can be used as reference in teaching projects such as Marx-Lenin, Ho Chi Minh ideology in universities, colleges and professional schools, local Political Schools and the provincial political training centers in the province.

12. Practical application: Can be applied in the development of guidelines and policies which continue to improve the capacity and operational efficiency of the political system of Ha Tinh in the coming term.

13. Following research directions: The result of this thesis can be extended to research to build and complete the construction of the political system in Ha Tinh.
