11. Summary of thesis results:
The topic of the thesis is urgent and topical, in the context that the Party and the State are focusing on the issue of digital transformation, building a digital economy - digital society and digital higher education and digital transformation of information-library activities (TT-TV) in general and responding to the rapid development of the Industrial Revolution 4.0. The research topic of the thesis does not overlap with any previously researched topics both domestically and internationally.
The thesis content has been structured logically and reasonably, divided into 3 chapters with balanced capacity.
Chapter 1: The thesis has fully and deeply analyzed the theoretical and practical issues of modernizing university information and communication activities in general and of the Academy of Posts and Telecommunications Technology in particular in the context of digital transformation in Vietnam.
Chapter 2: Based on the theory and practice researched in chapter 1, the thesis has been fully examined and deeply analyzed the current situation and factors affecting the modernization of information and communication activities to meet the digital transformation requirements of the Academy of Posts and Telecommunications Technology, based on reliable documents and actual survey data. At the end of the chapter, there are objective assessments of the advantages and limitations and the causes are found to propose solutions in chapter 3.
Chapter 3: The thesis has proposed 05 groups of solutions: (1. Group of solutions on the mechanism and model of organization and management of the Center's activities; 2. Group of solutions related to people; 3. Group of solutions on the development of digital information resources; 4. Group of solutions on modern information technology operations; 5. Group of solutions on finance and technology infrastructure) that are feasible in improving the efficiency of modernizing information technology operations to meet the digital transformation requirements of the Academy of Posts and Telecommunications Technology, maximally meeting the information needs of users anytime, anywhere, contributing to improving the quality of scientific research, training (teaching and learning) and management work, meeting the requirements of the 4.0 technology era.

The thesis proposes groups of suitable and feasible solutions to improve the efficiency of modernizing information-library activities to meet the digital transformation requirements of the BCVT Institute, contributing to improving the quality of training and scientific research.
