11. Summary of the thesis results:
The topic of this thesis is urgent and timely, given the Party and State's focus on digital transformation, building a digital economy and society, digital higher education, and the digital transformation of information and library activities in general, in order to meet the rapid development of the Fourth Industrial Revolution. The research topic of this thesis does not overlap with any previously researched topics, both domestically and internationally.
The thesis content is logically and reasonably structured, divided into three chapters of balanced length.
Chapter 1: This thesis has fully and deeply analyzed the theoretical and practical foundations of modernizing the information and library services of universities in general and of the Posts and Telecommunications Institute of Technology in particular, in the context of digital transformation in Vietnam.
Chapter 2: Building upon the theoretical and practical foundations studied in Chapter 1, this thesis fully examines and deeply analyzes the current situation and factors affecting the modernization of information and communication technology activities to meet the digital transformation requirements of the Posts and Telecommunications Institute of Technology, based on reliable data and actual surveys. The final chapter objectively assesses the strengths and weaknesses, identifies the causes, and proposes solutions in Chapter 3.
Chapter 3: The thesis has proposed five groups of feasible solutions: (1. Solutions related to the mechanism and organizational model for managing the Center's operations; 2. Solutions related to human resources; 3. Solutions related to the development of digital information resources; 4. Solutions related to modern information and library services; 5. Solutions related to finance and technological infrastructure) to improve the efficiency of modernizing information and library operations, meeting the digital transformation requirements of the Posts and Telecommunications Institute of Technology, maximizing user information needs anytime, anywhere, contributing to improving the quality of scientific research, training (teaching and learning), and management, and meeting the requirements of the Industry 4.0 era.

This thesis proposes feasible and appropriate solutions to improve the efficiency of modernizing information and library services, meeting the digital transformation requirements of the Academy of Posts and Telecommunications, and contributing to improving the quality of training and scientific research. The topic of the thesis is urgent and current, in the context that the Party and State are focusing on digital transformation, building a digital economy and a digital society, and digital higher education and argument transformation. library-information activities (TT-TV) in general and respond to the rapid development of the Industrial Revolution 4.0. The research topic of the Thesis does not overlap with any previous research topics both at home and abroad.
The content of the thesis has been logically and logically structured, divided into 3 chapters with balanced capacity.
Chapter 1: The thesis has fully and deeply analyzed the issues of theoretical basis and practical basis of modernization of university information-television activities in general and of the Posts and Telecommunications Institute of Technology in particular in the context of digital transformation scene in Vietnam.
Chapter 2: On the basis of theory and practice studied in Chapter 1, the thesis has been fully examined and deeply explained the situation and factors affecting the modernization of communication activities. -TV meets the digital conversion requirements of the Post and Telecommunications Institute of Technology, on the basis of reliable actual investigation documents and data. At the end of the chapter, there was an objective assessment of the advantages and limitations and found out the reasons to come up with solutions in Chapter 3.
Chapter 3: The thesis has proposed 05 groups of solutions: (1. Group of solutions on the mechanism, organizational model of the center's operation and logic; 2. Group of solutions related to people; 3. Group of solutions. solutions on development of digital information resources; 4. Solutions on modern media and television operations; 5.
