Based on our survey of the remaining reformed village regulations in Phu Xuyen district, we have come to the following conclusions:
1. The total number of reformed village regulations in Phu Xuyen district that remain to this day is 43, compiled between 1921 and 1942. These regulations are stored at the Institute of Han Nom Studies, National Archives Center I.
2. The village regulations have a fairly consistent format. The language used in the regulations is Sino-Vietnamese script and the Vietnamese Quốc ngữ script. In terms of content, these regulations all follow a similar model, exhibiting high consistency in structure, form, and implementation.
3. From the information in the reformed village regulations of Phu Xuyen district, it can be seen that Phu Xuyen district in the early 20th century was an agricultural region, with life dominated by agricultural culture. The population structure in Phu Xuyen district was quite homogeneous, mostly farmers, living permanently in one place for a long time. In terms of politics, the village organization here was a harmonious and balanced combination of state power and the self-governing council of the village. The customs of the villages in Phu Xuyen district were generally quite uniform, differing only in the amounts of money and goods contributed during ceremonies and community activities.
