          ButThis study presents the structure and operation of the People's Councils at the commune level in Vietnam from 2015 to the present, based on the provisions of the 2015 Law on Organization of Local Government Bodies. It analyzes several factors affecting the organizational structure and operational processes of the People's Councils when considered in relation to other state agencies at the same level, higher-level state agencies, and mass organizations, voters, and the people.
