10. Summary of thesis results:
The content of the thesis has solved the following main issues: synthesizing the theoretical basis of the autonomy mechanism of public science and technology organizations; analyzing and evaluating the current status of implementing the autonomy mechanism of public science and technology organizations (through studying 03 centers under the Department of Science and Technology of Can Tho city). Thereby, the author has identified the barriers that hinder the implementation of the autonomy mechanism of public science and technology organizations, including: (1) barriers in financial mechanisms, (2) barriers in human resources, (3) barriers in management and use of assets and (4) barriers in the system of unsynchronized legal documents.
Based on theory and practice, combined with the analysis of the context of building autonomy plans for public S&T organizations according to Decree 54/2016/ND-CP and the birth of Decree 60/2021/ND-CP, the author proposed 08 groups of solutions to overcome barriers to implementing the autonomy mechanism of public S&T organizations, specifically: (1) Classifying S&T organizations according to the level of financial autonomy; (2) Financial autonomy; (3) Personnel autonomy; (4) Organizational autonomy; (5) Asset management and use autonomy; (6) Incentive policy autonomy; (7) Determining the autonomy roadmap; (8) Perfecting the legal document system.
The thesis has proven the research hypothesis: Decree 54/2016/ND-CP provides an unsynchronized institution, decentralizes financial autonomy and grants inappropriate autonomy, hindering the transformation of the autonomy mechanism of public science and technology organizations.
