This thesis is conducted in accordance with the research objectives and tasks set forth. Specifically, the thesis addresses the fundamental theoretical issues of creating, managing, and exploiting digital resources in Information and Library activities; studies the current situation and provides observations and assessments of the creation, management, and exploitation of digital resources at the National Information and Technology Agency. From this, it proposes feasible solutions to develop digital resource resources at the agency, including: improving policies for developing digital resources, selecting databases and management software, participating in the coordination of supplementing and sharing digital resources, investing in modern infrastructure and equipment, etc., as well as improving the skills of information users and library staff.

- Contributing to the refinement of the theoretical framework for the development of digital documents.
