The thesis has 3 chapters. Chapter 1 presents the theoretical and practical basis of tourism human resource development. Based on an overview of domestic and foreign research documents, the thesis divides tourism human resources into three large groups: human resources working in state management agencies on tourism, human resources working in public service units and human resources working in tourism business organizations.

The important part of the thesis presented in chapter 2 is the current situation of tourism human resources in the capital Vientiane. That is the result of a survey and assessment of tourism human resources working at the Ministry of Information, Culture and Tourism of Laos, the Department of Information, Culture and Tourism of Vientiane, at 5 establishments providing tourism training and at tourism enterprises. In general, the tourism workforce in Vientiane is still small in quantity and weak in quality.

The thesis has proposed a number of solutions for developing tourism human resources in the capital Vientiane, in which special attention is paid to the priority solution of building a database system on tourism human resources.

Thesis consists of 3 chapters. Chapter 1 presents the rationale and practice of human resource development in tourism sector. Based on the literature review, the author distinguishes 3 main groups of tourism labors such as the staff working in state agency, the researchers and trainers and the labors working tourism business units. Important part of the thesis is the status of human resources in Vientiane tourism. The officers working in the Ministry of Information, Culture and Tourism of Laos, Vientiane Department of Information, Culture and Tourism, teachers at 5 institutions having tourism training programs and staff in Vientiane travel and hospitality industry. Overall tourism workforce in Vientiane are few in number, lack of quality.

This thesis has proposed some solutions to develop tourism human resources in Vientiane, which pays special attention preferred solution built database system for tourism human resources.
