The thesis is structured into three chapters. Chapter 1 presents the theoretical and practical basis for the development of human resources in tourism. Based on a literature review both domestically and internationally, the thesis divides tourism human resources into three major groups: human resources working in state tourism management agencies, human resources working in public service units, and human resources working in tourism business organizations.

The important part of the thesis, presented in Chapter 2, is the current state of tourism human resources in Vientiane. This is based on the results of a survey and assessment of tourism human resources working at the Lao Ministry of Information, Culture and Tourism, the Vientiane Department of Information, Culture and Tourism, five institutions offering tourism training, and tourism businesses. Overall, the tourism workforce in Vientiane is small in number and weak in quality.

The thesis has proposed several solutions for developing tourism human resources in Vientiane, with particular emphasis on prioritizing the establishment of a database system on tourism human resources.

Thesis consists of 3 chapters. Chapter 1 presents the rationale and practice of human resource development in tourism sector. Based on the literature review, the author distinguishes 3 main groups of tourism labors such as the staff working in state agency, the researchers and trainers and the labors working tourism business units. Important part of the thesis is the status of human resources in Vientiane tourism. The officers working in the Ministry of Information, Culture and Tourism of Laos, Vientiane Department of Information, Culture and Tourism, teachers at 5 institutions having tourism training programs and staff in Vientiane travel and hospitality industry. Overall tourism workforce in Vientiane are few in number, lack of quality.
