10. Summary of thesis results:

Reading culture is human creativity in reading activities expressed by the ability to receive and decode information and knowledge in documents and the ability to apply knowledge gained from reading into practice, meeting the requirements of socio-economic development of the country..

With the above approach, the thesis analyzed and evaluated the current status of reading culture of adolescents and children in the Northern mountainous region in terms of reading orientation capacity, knowledge acquisition capacity in documents and attitudes towards books and newspapers.

On the other hand, the thesis also surveyed the current status of conditions for developing reading culture for children and adolescents in the Northern mountainous region, on that basis, proposed solutions to develop reading culture for children and adolescents in the Northern mountainous region including 4 main groups of solutions:

- Group of solutions to improve the quality of public library activities serving teenagers and children.

- Group of solutions to improve reading culture education for teenagers and children at school

- Group of solutions to strengthen state management

- Group of solutions to enhance coordination between levels, sectors, and social organizations in developing reading culture for children and adolescents in the region.

11. Practical application:

Based on the groups of solutions proposed in the thesis, libraries in the Northern mountainous region can apply them in practice to improve the quality of library operations to meet the reading needs of teenagers and children in the Northern mountainous region.

Developing reading culture for other target groups in the Northern mountainous region.

Research to perfect policies to develop public library system in the Northern mountainous region.

Research on improving the operational efficiency of public libraries in the Northern mountainous region.

Reading culture is the creation of human in the reading operation which is represented by the capacity to receive and decode the information, knowledge contained in materials and their ability to apply which knowledge gained from what they read into practice to meet the requirements of economic and social development of the country.

To this approach, the thesis has analyzed and assessed the status of teenagers' and children's reading culture in the Northern mountainous areas in terms of orientation ability to reading habit, perceiving competency of knowledge containing in document and behavior towards materials.

On the other hand, the thesis also examines the situation of reading culture development for teenagers and children in the Northern mountainous areas. Based on that, the thesis proposes solutions to develop reading culture for teenagers and children covering 04 main groups of solutions:

- To improve the quality of public library services for teenagers and children.

- To enhance the education for reading culture for teenagers and children.

- To strengthen administration management.

- To strengthen the coordination between all levels and sectors and social organizations in the development of reading culture for teenagers and children in the region.

12. Practical applicability, if any:

Based on the solutions that the thesis put forward, the Northern mountainous library can be applied into practice in order to improve the quality of library activities to meet the reading need of teenagers and children in the Northern Mountainous areas.

Develop the reading culture of different groups of library's users in the northern mountainous areas.

Look at the improvement of policies aimed at developing public library system in the northern mountainous areas.

Advanced research on the performance of public libraries in the northern mountainous areas.
