The thesis focuses on studying the theoretical basis for developing criteria for evaluating administrative procedure reform at the People's Committee at the commune level. Thereby, assessing the current status of administrative procedure reform at the People's Committee at the commune level in Kim Thanh district. From there, the author proposes a set of criteria for evaluating the effectiveness of general administrative procedure reform for communes along with the evaluation method and scoring method for each criterion and component criterion.

The research results of the thesis can be used as reference documents, theoretical basis and fundamental factors for the People's Committees of communes to build for themselves a set of criteria to evaluate the effectiveness of administrative procedure reform.

Since then, the authors make the criteria for evaluating the effectiveness of reform administrative procedures common to the communes along with methods of assessment and scoring, the points for each criterion, components criterion.
