The thesis achieved the following results:
Firstly, the thesis has systematized basic theoretical issues on financial policy, using appropriate technology, and closed waste compaction process.
Second, with the supporting data, the thesis analyzed and clarified the current status of financial policies in investing in using appropriate technology for the closed waste compression process to increase waste treatment productivity; from there, the author analyzed the difficulties and barriers in financial policies for investing in technology of organizations/enterprises providing public services.
Third, the thesis has proposed policy solutions in gradually converting from using capital from the state budget to applying the policy of socializing other investment capital sources and changing the management and operation methods to create conditions for enterprises to recover investment capital.

Secondly, with the figures demonstrate, the thesis has analyzed and clarified the current state of the financial policy of investment in the use of appropriate technology for extraction processes to increase garbage disposal productivity; Since then, the author analyzed the difficulties and barriers in financial policy of investing in technology organizations/ enterprises that providing public services.
Thirdly, the thesis has given policy measures in a gradual switch from the use of funds from the State budget to apply social policies of other investment funds and change the management practices to create conditions for business investment recovery.
