The results of the thesis:
1. Research on the science and technology management system at the district level helps state management agencies in science and technology recognize the need to restructure and improve the organizational model of science and technology management at the district level, so that management in this field will be more effective in the future.
2. Survey of the current state of the science and technology management system; policies and resources allocated to science and technology and research and application activities at the district level in Lang Son province.
3. Propose some solutions to improve the effectiveness of state management of science and technology at the district level in Lang Son:
+ Develop a plan for human resources, finances, and infrastructure needed to carry out the delegated functions.
+ Develop procedures and budget plans for the newly decentralized functional levels in the process of performing state management tasks in science and technology in the locality (especially the budget for science and technology management activities).
+ Reorient the activities of local science and technology management staff, especially those directly involved in science and technology management at the district level, currently employed in the Economic and Infrastructure Department.
+ Enhance and improve working conditions.
+ Develop a standardized system for evaluating the performance of newly decentralized functions, including the functions and tasks of state management of science and technology at the local level.
12. Practical applicability: The solutions presented in this thesis are practically applicable and can be used in all districts of Lang Son province.

1. Conduct researches on S&T management system at the district level in order to help the S&T State Agencies realize the neccesity for restructuring and making better the models of S&T management organization at the district level; Therefore, the S&T management activities will be implemented effectively in the upcoming time.
2. Conduct survey on the current situations of S&T management system, policies, and resources for S&T research and application activities at the district level in Lang Son Province.
3. Propose some solutions for enhancing the effectiveness of the state management on science and technology at the district level in Lang Son province:
+ Develop human resources, finance, infrastructure for implementing the decentralized functions.
+ Develop processes and budget plan for the organizations of newly decentralized functions to implement the tasks of S&T state management in local areas (especially budget for S&T management activities).
+ Reorient the performance of S&T management for local staffs, especially S&T managers at the district level who are working for Infrastructure – Economic Offices.
+ Enhance and make better the working conditions.
+ Develop standards for the assessment system of implementing newly decentralized functions and tasks of state management on science and technology in local areas.
