The thesis consists of 3 chapters:
- Chapter 1: Theoretical basis.
- Chapter 2: Current status of science and technology activities and science and technology management system at district level in Lang Son province.
- Chapter 3: Proposing some groups of solutions.
Thesis results:
1. Research on the district-level S&T management system helps state management agencies of S&T realize the need to restructure to improve the organizational model of S&T management at the district level, so that management work in this field is more effective in the future.
2. Survey the current status of the science and technology management system; policies and resources for science and technology and research activities, application of science and technology at district level in Lang Son province.
3. Propose some solutions to improve the effectiveness of state management of science and technology at district level in Lang Son:
+ Develop human resource, financial and material needs for the implementation of decentralized functions.
+ Develop procedures and budget plans for levels with new decentralized functions in the process of performing state management tasks on science and technology in the area (especially the budget for science and technology management activities).
+ Reorient the activities of local science and technology management staff, especially the staff directly working in science and technology management in the district, currently working at the Economic - Infrastructure Department.
+ Strengthen and improve working conditions.
+ Develop a system of standards to evaluate the implementation of newly decentralized functions, including the functions and tasks of state management of science and technology in the local area.
12. Practical applicability: With practical applicability, the solutions proposed in the thesis can be applied in all districts in Lang Son province.

1. Conduct researches on S&T management system at the district level in order to help the S&T State Agencies realize the neccesity for restructuring and making better the models of S&T management organization at the district level; Therefore, the S&T management activities will be implemented effectively in the upcoming time.
2. Conduct survey on the current situations of S&T management system, policies, and resources for S&T research and application activities at the district level in Lang Son Province.
3. Propose some solutions for enhancing the effectiveness of the state management on science and technology at the district level in Lang Son province:
