10. Summary of the thesis results:

This thesis analyzes the theoretical foundations: researching the concepts of trademarks and trade names; protection conditions, differences and relationships between trademarks and trade names; the subject matter of intellectual property rights for trademarks and trade names; trademark and trade name databases; trademark and trade name management activities; trademark and trade name information criteria; and technological criteria for linking trademark and trade name information sources.

The study involved conducting a field survey to collect data based on reports on the current state of intellectual property management and enforcement; the current state of information systems and infrastructure, human resources, equipment, and trademark and trade name databases at functional units in the province: the Department of Science and Technology, the Department of Planning and Investment, and the Finance and Planning Departments of districts/cities. The thesis analyzed the results and assessed the advantages, limitations, and causes of trademark and trade name management, and analyzed the capacity and information needs of these units to support this work.

This involves analyzing the theoretical foundations and practical issues arising in the management of trademarks and trade names at various organizations.

This thesis has researched, analyzed, and developed information criteria for trademarks and trade names, serving the evaluation, management, enforcement, and development of a trademark and trade name database system, including:

- Information criteria regarding industrial property rights for: trademarks; trade names.

- Technological criteria to ensure the linkage of information sources on trademarks and trade names among functional units of Bac Lieu province.

Simultaneously, this thesis researches, analyzes, and proposes solutions to improve the effectiveness of managing and enforcing intellectual property rights in Bac Lieu province, including:

- The proposed solution for building an electronic information portal to provide information for trademark and trade name management in Bac Lieu province, ensuring the criteria for linking information sources, includes: proposing the agency responsible for building and operating the electronic information portal, the agencies coordinating in building and operating the portal, the coordination method, the procedures and access rights for each type of user, the main content of each section, and the funding source for building and maintaining the electronic information portal.

- Solutions for enhancing the capacity of staff in trademark and trade name management agencies in Bac Lieu province include: Training to improve the capacity and professional qualifications of officials working in intellectual property management in the province; Strengthening cooperation, linkages, and information sharing on trademarks and trade names; Developing intellectual property database information services.
